Achievements and Products

At the end of the DISH II Project, the component had achieved the following:

1. Drug Logistics Management

  • District-level Drug Logistics Assessment conducted in twelve districts as a baseline for the development of project activities. A similar instrument was used by the MOH to conduct the assessment in six other districts under the District Drug Management Program

  • Preparation of guidelines and procedures for stock management at district level and below, validated in cooperation with MOH, National Drug Authority, National Medical Stores, other relevant institutions and development partners, and disseminated in twelve districts : Manual on Drugs Logistics and Stores Management Procedures

  • Improved availability of contraceptives through coordination with procurement and distribution institutions and individual restocking of facilities.

  • Preparation of a large-scale Drug Needs Quantification Exercise aimed at improving DNQ skills at local level in view of the upcoming move from a kit-based "push" system to a demand-drive "pull" system for procurement and distribution of drugs and medical supplies.

  • Nine District (HSD) Medical Stores refurbished in Kampala, Luweero, Masindi, Masaka, Rakai, Ssembabule, Mbarara, Ntungamo and Kasese districts.

2. Health Management Information System

  • Contributed to the 2000 national review of the HMIS system, in particular for the design of the Quarterly Assessment Report (HMIS 106). Record assistants, in-charges and new facility staff trained in the used of the revised national HMIS.

  • Data utilization workshops conducted for district level teams, then replicated in six districts for HSD and facility in-charges (To see the materials for Data Utilization Workshops click here to visit the "Using the Health Management Information System (HMIS) for Improved Planning & Decision Making" Best Practice).

  • Installation of Access®-based HMIS software and training of MIS Officer in twelve districts; later on, upgrade of HMIS software to reflect changes in national HMIS and to improve reporting and analysis capacity; re-installation and refresher training for district team; installation of system at central level.   • Quarterly Project Monitoring Reports produced from the results of 80 sentinel sites from the twelve counterpart districts.

  • Support to the Family Life Education Project (FLEP) to redesign its Community-based HMIS

3. Supervision and Quality Assurance

  • Supported the finalization and dissemination of the MOH's National Supervision Guidelines; promoted and supported planning and conduction of integrated support supervision visits by district and HSD supervisors

  • Developed and installed in twelve districts the computerized Supervision, Yellow Star, Training Information Management System (SYSTIMS), allowing district teams to track information related to training of staff, conduction of supervision visits and results of quality of care assessment, thus improving their capacity for more effective allocation of resources

  • In close collaboration with the other Project's components and the Quality Assurance Department, participated in the design and development of tools and materials for the implementation of the Yellow Star Programme (To view these resources visit the Best Practice, "Improving the Quality of Health Care Services through monitoring of standards, recognition of performance: The Yellow Star Program" by clicking here).

  • Coordinated the implementation of the Yellow Star Programme in a first group of six districts from August 2001 (Jinja, Kamuli, Luwero Nakasongola, Rakai, Mbarara), then in a second group of six districts from February 2002 (Kampala, Masindi, Masaka, Ssembabule, Ntungamo, Kasese). Bikiira Health Centre III in Rakai district was the first facility to obtain the Yellow Star Award on August 2, 2002. (See initial results in From Start to Star!)

  • In particular, developed a training module on the implementation process for the Yellow Star Program, linked with the strengthening of supervision and quality improvement skills (Improving the Quality of Health care: Training Manual for Supervisors) and trained 320 district and sub-district level supervisors.

4. Health Planning and Management/Health Care Financing

  • HSD/district level planning:
    • Organisation of a strategic planning workshop for Health Planning Department/MOH
    • Joint work planning activities with counterpart districts; ad hoc support to individual districts
    • Support to the participation of 37 HSD managers to training workshops on Planning and Management organised by MOH/WHO
  • Health Care Financing:
    • Financial and technical support to studies on:
    • Support to the strategic planning process for the Uganda Community-Based Health Financing Association (UCBHFA)
