DISH II Workplans, November 1, 1999 - September 30, 2002
Project workplans were designed to serve as management tools for monitoring inputs and deadlines for critical project benchmarks while DISH negotiates district-specific plans and budgets.
20-month Workplan,
November 1, 1999 - June 30, 2001
The focus during the first half of the DISH project was on:
- Building the capacity of the 12 project districts and local implementing partners including FLEP to deliver key components of the minimal health care package and change critical health behaviors; and
- Providing targeted assistance to the MOH in its core functions related to policy formulation, standard setting and quality assurance; capacity development and technical support; provision of nationally coordinated services; resource mobilization and coordination of health services.

For the remainder of the project, DISH project focused on five key components of reproductive health:
- Safe Motherhood
- Long Term and Permanent Family Planning Methods
- Immunization
- HIV/AIDS
- Malaria
And also in five critical areas in capacity building:
- Quality of Care Improvement
- District-level Drug Logistics and Management
- Data Utilization for Decision Making
- Establishing a Local Behavior Change Communication Organization
- Disseminating DISH Best Practices
DISH also increased its collaboration with the private sector for selected child health interventions. The project will continue to network and collaborate with the technical divisions of the central Ministry of Health, USAID-funded partners, and other donors.
District Workplans: Luwero Final Ntungamo Final
DISH worked directly with districts to plan, manage,
and conduct their own programs. The mechanism
for doing this is a crucial element of the project
management system, and that is the district subgrant.
A subgrant was developed during the workplan process. The Luwero
District Subgrant is one example of this process. (Click here for this document

The development of a workplan was a crucial learning/teaching
and capacity-building process for each district.
District Directors of Health Services, MOH and
collaborating partners were invited to a three-day
meeting during which workplans are developed,
reviewed and incorporated into the comprehensive
DISH II workplan. One subgrant per district per
year included travel, per diem and other funding
for all the components (clinical and management
training, IEC, health planning and management
and local monitoring and evaluation).
